FOR DECADES, liberation activists
and their fellow workers, supported by a mass of medical and health
evidence, have documented the devastating effects that global, all-encompassing,
racial disadvantage and the racial policies of enforced deprivation
have had on the health of the racial minorities in the United Kingdom.

DURING THE LAST CENTURY, eugenics
has had a vocal lobby in the United States, pre-war Germany and in
Britain. As a result of the rise (and fall) of German National Socialism,
eugenics became synonymous with racial intolerance; it was not a popular
subject for discussion as its protagonists wisely chose to remain
silent. But not for long. It was inevitable that the subject would
surface, albeit, in different guises, and, not surprising, within
the medical profession itself.
THE STARKNESS OF THE CRIPPLING EFFECTS
of state racism, euphemistically referred to as "institutional
racism", and not just in the inner city areas of racial concentration,
are to be seen in every sphere of human existence: in employment,
housing, material well-being, education and medical care. In fact,
in every field of social activity, the racial minorities are denied
access to society' values.
IN REGARD TO HEALTH, there is then
a high proportion of the diseases related to mental and physical stress
amongst the racial minorities, diseases such as coronary arterial
disease, diabetes and hypertension. Racial oppression and exploitation,
locally and globally, of one sort or another, has facilitated the
amassing of wealth by parasitical elite groups, and fuelled the rise
of colonialism, global genocide, capitalism and imperialism.
EVEN IF THE COSTS OF ERADICATING the
disadvantage and ill-health associated with racial discrimination
were affordable, this would never be permitted. The multiple psychological,
social and material benefits that accrue to British society, from
the presence of a reserve army of labour, disadvantaged and without
enforceable rights, and right at the very bottom of the social heap,
are indeed incalculable.
HOWEVER THE RULING OLIGARCHY NEEDS
TO NEUTRALIZE the wide-ranging accusations brought against it by activists
and social reformers; and this is where eugenics comes into its own.
The blame for the devastation wrought by racism can now be laid squarely
on the victims themselves, in an obscene extension of the older and
even more evil practice of "blaming the victim". Blame the
misery of exploited groups on their genes. Move the cause of social
ills from the perpetrator to his victim (or rather his victim's genes);
then go on to construct a whole school of pseudo-science to support
this medical chicanery and sophistry.
A FOUNDATION FOR EUGENICS has most
recently been laid by the corrupt and racist statutory health bodies
in east London, the most actively deprived area of racial concentration
in Britain. Researchers at teaching hospitals in the area "are
looking for the gene which might explain why Asian people in the United
Kingdom are four times more likely to suffer from heart disease than
white people". Racist eugenicists are forgetting that these very
same Asians, in their countries of origin, are the most successful
and prolific reproducers of the species in the world. So much for
the theory of harmful and pathological genes.
